Morgan notes the vote is non-binding: even a large turnout for Option 2 wouldn't compel the provincial government to act, and Alberta's status in the federation wouldn't change the next day. He argues Option 2 support will likely come from two overlapping groups — dedicated independence supporters, and Albertans who want to send Ottawa a warning shot without committing to secession — both of whom can vote for it risk-free.
